This struggle must pass by obscure situations and dangers
that appeared by the reaction included the operation of police who had done on
2003, after the First of National Dialogue; Be continued on 2004 and 2005
forward, caused great suffering to the fighter and the Veterans in CPD-RDTL.
But the leader of FRENTE who fully of Experiences and had tempered from long
time of war, be able to change some of these situation shrewdly and bravely, at
last get success in succession.
Endeavour to push the process continually and after the
national action in Dili, 5 of October 2011, this heavy process has reached at
the top, to release UNO‘s resolution and determined its mission on December
2012 then RDTL can stand as sovereign state. From this, those who didn't
believe previous and against hard CPD-RDTL, be forced must agree with CPD-RDTL
and must recognize the rightness that CPD-RDTL maintained since 2002 till now,
that after determined UNO‘s resolutions and its mission so RDTL restored can
stand as really sovereign state.
But CPD-RDTL continue to make Popular vigilance to the
maneuvers about the Portugal Position and still strain in order to the RDTL‘s
authorities and the all people must agree also that, real position of Portugal was past potency ad-ministrant,
to give meaning and real value to restoration.
Even if the authorities, more and more to those who hold the
administrative power, do not spread dust to the eyes of the little people to
violate RDTL‘s Restoration, when they bring the word decentralization as
attempt to change RDTL‘s original administrative structure with Portugal‘s
Colonial structure – Town Hall ( Câmara municipal).
Decentralization that lift by the sirs as argument, not just
now they dream to plant pass through the town hall ( Camara municipal ). But
the word decentralization has existed with centralization in power of state‘s
structures that had planted in national level to the bases. The two words must
be interrelated for example :
Centralization means that, necessities, interest and various
aspirations from the people who live dispersed at the villages, sub villages
canalize to state and government through the regional administration to
transform to be the principles, laws, resolutions, orders, etc.
Decentralization means that, from state and government after
transformation, decentralize or disseminate to the people in the bases to obey
by regions organs!
About the operation, since Restoration from 2002 till now
decentralization could not operate well, because centralization still full of
stranger‘s interest, with laws, money, foods etc., from foreigners in order to,
decentralization operate well, must improve centralization may not mix
stranger‘s interest again. And also must make the correct definition about the
functions and the competencies to the regions administrators so
decentralization can develop better.
Even so, to establish the power of executive power in bases,
is better form assemblies, the word that valid for RDTL‘s original constitution
1975. These assemblies divide to local assembly to fortify the
village council and the Regional Assembly, as coordinating
organ between People and state and Government.
That is why needn't Portugal‘s town hall ( Câmara municipal
) that the anterior president of RDTL had vetoed and valueless (old decrepit )
on 2010.
Be based on the facts and the real evidences that have shown
in this document, so CPD-RDTL conveys recommendations and demands are as
follows:
1. In this
2013, RDTL has stood as real sovereign state, but the National sovereignty of
RDTL must complete and establish with Economic sovereignty. Even if the
fighters and the veterans who maintain in CPD-RDTL, after worked in each of
their place, had concentrated in the South Coaster with place namely Welaluh located between sub-districts of the Alas and Fatuberliu, the place where the most
freedom fighters and our glorious FALINTIL had Shed Blood and died during the war, to avail the land of
transmigration during the our Invaders Occupation due now as the state property for National co-operative with objective to
release our foreign dependency and start to maintain Economic sovereignty of
RDTL. And this concentration also be done after conveyed the knowledge letter
to state and government, regional and local authorities. That is why ask to all
people may not make various reactions and more and more to prime Minister may
not be indifferent and listen more propaganda from the opportunist to
against the initiative and this valuable action! Comrade Xanana as Veteran
that Knew deeply the process, is better co-operate and fortify the great support
that had given first by the Head state and also with the assistance of heroes
soul, this heavy work could get good result. The result that be gotten will
offer to state and government to make distribution for people, and also this
result will benefit for National interest and RDTL‘s state.
2. Ask also
to the state and the government to forbid and may not let people or any group
to make privatization the land of state for sale to be rich and enjoy /
pleasure on the suffering and the sacrifice of the heroes blood and bone. The
all fertile soil that as state property must use with the type of co-operative
to establish , Economic sovereignty of RDTL and as base to aim at liberation
for people from starvation, poverty and misery.
3. Demand to
state and government to form regional and local Assembly, according to the
original constitution 1975, to maintain the power of executive at regional and
local level. Do not make promotion for Town Hall ( Câmara municipal ) that
valueless because it is not RDTL‘s own structure.
